A regular meeting of the Mayor and City Council of the City of Waxahachie, Texas to be held in the Council Chamber at City Hall, 401 S. Rogers on Tuesday, January 17, 2006 at 7:00 p.m.

All matters listed under Item 4, Consent Agenda, are considered to be routine by the City Council and will be enacted by one motion.  There will not be separate discussion of these items.  Approval of the Consent Agenda authorizes the Mayor/City Manager to execute all matters necessary to implement each item.  Any item may be removed from the Consent Agenda for separate discussion and consideration by any member of the City Council.

f.    Set Public Hearing date of February 20, 2006 at 7:00 p.m. for first Public Hearing and 8:00 p.m. for second Public Hearing to consider requested annexation of a 67.432 acre tract within the City of Waxahachie Extraterritorial Jurisdiction and a part of the J. Johnson Survey, Abstract 557 and generally situated East of Highway 287 Bypass and South of  FM 879; and the remainder of a 242.969 acre tract that is not within the City of Waxahachie, but wholly within the City of Waxahachie Extraterritorial Jurisdiction (approximately 213 acres).  This tract is a part of the J. Johnson Survey, Abstract 557 and a part of the J.B. and Ann Adams Survey, Abstract 5 and is generally situated East of Highway 287 Bypass and South of FM 879                                  

 

5.         Request to appear by Dale Morris for a Presentation by American Airlines regarding the Wright Amendment and its economic impact on the North Texas/Waxahachie economy     

 

6.         Request to appear by Candace Ahlfinger, Director of Public Relations for WISD, to report on the Champion for Children Leadership Program

 

7.         Consider request by Wayne and Tammy Strickland to have the Mardi Gras Parade on Saturday, February 25, 2006 and approve other requests

 

8.         Request to appear by Zachary “Zak” Long in reference to construction of a skate park

 

9.         Consider proposed Ordinance changing Saguaro Road to Katy Lake Drive in the Paulumar Subdivision

 

10.       Consider Preliminary Plat for Massey Place being 17.285 acres in the William Baskins Survey, located on the Northeast corner of Columbia Avenue and Cornell Lane – Applicant:  Massey Shaw (PLM2005-66)

 

11.       Public Hearing on Zoning Amendment Request No. 2005-60:  Request by All Smiles Dental Center for a Specific Use Permit (SUP) within Planned Development-4-Commercial (PD-4-C) Zoning District for a mobile dental trailer to be used to provide dental care for the underprivileged, located at 100 Amanda Lane, being Block 7, Solon Place Addition.  (ZA2005-60)

 

12.       Consider proposed Ordinance for Zoning Amendment Request No. 2005-60

 

13.       Consider approval of committee to oversee the design, fundraising and publicity of new Senior Citizens’ Center Building

 

14.       Consider award of bid for six (6) Police vehicles and one (1) CID vehicle for Police Department

 

15.       Consider re-activating the Northgate Drive Extension Contract East of Wal-Mart with XIT Paving and Construction, Inc.

 

16.       Kevin Allen, Director of Government Relations for Charter Communications, will review upgrade in programming and facilities

 

17.       Consider proposed Ordinance adopting an Ethics Policy for the City of Waxahachie

 

18.       Review proposed Agenda for January 27th Council Retreat

 

19.       Citizens’ Petitions and Requests

 

20.       Comments by Mayor, City Council, City Attorney and City Manager

 

21.       Adjourn into Executive Session for update on pending lawsuit as permitted by the Texas Government Code, Section 551.072 and review proposed Performance Evaluation Forms for City Manager, City Attorney, City Secretary and Court Judge as permitted by the Texas Government Code, Section 551.074

 

22.       Reconvene and take any necessary action
