11.       Public Hearing on ordinance of the City of Waxahachie, Texas, Amending the Waxahachie Zoning Ordinance Sections 33.8 to add a winery use to the use chart and appendix A-3 to add a definition for winery, declaring an emergency and providing for an effective date
