Michael Scott Michael Scott, City Manager

City Manager Michael Scott began his career at the City of Waxahachie in May of 2002 as the Downtown Director and later assumed the position of Director of Planning.  He  served as the Assistant City Manager from January 2007 to October 2017, when he was appointed City Manager.

Michael is a graduate of the University of Kansas with a Bachelors Degree in Political Science.  He went on to receive his Masters in Public Administration from the University of North Texas.  Before coming to the City of Waxahachie, Michael worked in the private sector as a consultant with Deloitte & Touche. 

He and his wife Karen have two sons, Jonathan and Ian.

The City Manager's Direct Reports include both Assistant City Managers, the Police Chief, Fire Chief, Finance Director, and Director of Communications and Marketing.


Albert Lawrence Albert Lawrence, Deputy City Manager

Deputy City Manager Albert Lawrence joined the City of Waxahachie in March of 2018. He has over 18 years municipal experience including the cities of Grand Prairie, Irving, Garland and Red Oak, with extensive experience in Public Works and Water and Wastewater. Most recently, he served as Assistant City Manager in Red Oak. 

Albert is a graduate of Texas A&M University, holding a B.S. in Bioenvironmental Science, and a Master of Public Administration from the University of North Texas. He served 8 years in the U.S. Army. 

Albert is a Certified Public Manager through Texas State University and Credentialed Manager through the International City/County Management Association. He is a member of the North Texas City Management Association, Texas City Management Association and International City/County Management Association. 

Albert and his wife Kim have two dogs.

The Deputy City Manager’s direct reports include both Executive Directors, Director of Administrative Services, Economic Development Director and Human Resources Director.

Amber Villarreal, City Secretary

City Secretary Amber Villarreal has worked for the City of Waxahachie for over 20 years – starting in 2000 as a VOE student worker. In that time, she has served in a variety of roles, including in the Human Resources Department, as Assistant City Secretary, and most recently as Interim City Secretary. 

As City Secretary, Villarreal’s responsibilities include being the official record keeper for all City records and public meetings. Duties of the City Secretary’s office include posting agendas, recording and posting minutes for City Council and all City boards and commissions, election administration, public and bid notices, open records requests, certain licensing functions, and more.

She holds an A.S. Business degree, and is a member of Texas Municipal Clerks Association (TMCA); receiving the designation as a Texas Registered Municipal Clerk (TRMC) in 2018. She is also a member of Yellow Rose Chapter of TMCA, currently serving as President. Also active in the International Institute of Municipal Clerks; she received designation as Certified Municipal Clerk (CMC) in 2019. Amber and her husband Wally live in Waxahachie and have three children.
