PROGRAM OVERVIEW:
The 2023 Sidewalk Grant Program is now closed for applications. 8/2/23 - Cost estimates have been emailed to applicants.
Under the City of Waxahachie, TX, Ordinances Appendix C Section 3.5 (e) states “All sidewalks in the City shall be constructed, reconstructed, and kept in good repair by the owner of the property fronting upon the sidewalk, at their sole expense.

However, through an initiative that began in 2019, the City has been able to roll out the Sidewalk Grant Program again for the 2023 fiscal year. The program allows for the property owner and the City to split the cost (50/50) to the repair or installation of an ADA compliant sidewalk. The property owner and the City of Waxahachie will share the cost of repair or install at a 50-50 rate. This program is administered by the Public Works & Engineering department and the work will be completed by a City approved concrete company.

PROGRAM PROCESS:

  • Submit an application and email, mail or drop off at City Hall
  • The City will then inspect the proposed sidewalk work and verify criteria compliance, take measurements and pictures
  • The City will send a cost estimate
    • If you wish to proceed with the work, simply submit payment for your portion. The City accepts cash, credit/debit, money order, cashier check or personal check. Be sure to make checks payable to ‘City of Waxahachie Sidewalk Grant Program

 

FREQUENTLY ASKED QUESTIONS

WHO IS ELIGIBLE?
The Sidewalk Grant Program is open to pre-existing buildings or homes of residential and business properties within the City limits. Residential properties include single-family homes. Business properties include commercial, retail, multi-family, industrial and mixed-used properties.  Sidewalk Grant Program are only for sidewalks within the Public Right-of-Way.

HOW CAN I TELL IF MY SIDEWALK MEETS THE CITY CRITERIA?
List of typical defects:

  • Where any vertical or lateral of the adjoining sidewalk exceeds two inches,
  • Where the surface condition of the sidewalk has deteriorated to constitute a hazard,
  • Where the surface condition ponds water for a prolonged period of time, 3 days.

AM I OBLIGATED TO PARTICIPATE?
No; there is no obligation to participate.

WHAT IS THE DEADLINE TO SUBMIT PAYMENT?
Payment is due within 30 days of cost estimate.

WILL THE CITY START WORK BEFORE THEY RECEIVE MY PAYMENT?
No. Sidewalk replacement will not be scheduled until the property owner pays their share of the cost.

WHAT IS THE MATERIAL FOR THE SIDEWALK REPLACEMENT?
The City contractor shall install a standard 4-Inch thick concrete sidewalk that is 4 to 5 feet wide.  Sidewalks shall not be replaced with exposed aggregate, stamped concrete, stained concrete, pavers or bricks.

WILL THE CITY REPAIR CURBS, DRIVEWAY APPROACHES OR DRIVEWAY APRONS?
No. Curbs, driveway approaches, or driveway aprons replacement is not eligible under the Sidewalk Grant Program.

WILL THE CITY REPLACE OR REPAIR THE GRASS/LANDSCAPE AND/OR SPRINKLER SYSTEMS?
No.  The property owner shall be responsible to relocate sprinklers prior to construction or repairs of the sprinkler system after construction.  The property owner shall be responsible for the re-establishment of grass and landscape.
